Is DNA really information? Doesn't information presuppose a conscious agent who encoded the information?

Is "code" or "instructions" more descriptive or more appropriate than the term ":information"?
They also make the process sound as if some conscious agent were involved.
Which brings me to my point: Is a completely naturalistic language of science possible?
